As a wide range of EU countries, led by Germany, moved over in the past decade toward the use of FITs as their principal market mechanism for promoting renewable energy, Treasury and DTI (as it then was) remained aloof. Eventually, coming under increasing pressure, they carried out some crude analysis of how feed-in tariffs were working elsewhere. This formed the basis of their decision that it was going to be too expensive for the UK (especially for PV). They deemed that we were doing just fine with the Renewables Obligation as our own (unique) policy instrument.??

And, funnily enough, the reason we???ve gotten stuck is because of the rigour that is now expected from high-quality offsets ??? with UK projects you just can???t get round the additionality [1] and double-counting [2] thresholds that are now demanded. (Yes, that???s right folks, despite offsetting continuing to provoke tired clich??s about papal indulgences, there???s an awful lot more rigour applied to offsetting than there is to, say, green electricity tariffs.?? But that???s a discussion for another blog...)

A quarter said it was "too expensive" to travel across Britain, but nearly 30 per cent said they simply did not what it was like elsewhere in the UK or what was on offer. One more traditional foreign view of Britain appears to have faded, however, as only one in ten said the food was "poor".
