The only other potential first-round target Rang identified was Upshaw, an oversized linebacker with enough bulk to fit as an OLB in a 3-4 scheme. If the Cowboys can't re-sign Anthony Spencer to a long-term deal and Barron is off the board at 14, Rang says Upshaw (or a player like him) would be the next logical choice.

The Office of Homeland Security, the State Emergency Management Office, the State 911 Board, the Office of Cyber Security and Critical Infrastructure Coordination, and the Office of Fire Prevention and Control will merge into a new agency, the Division of Homeland Security and Emergency Services. Consolidating these agencies and functions will allow the State to operate a single, multi-purpose agency focused on first responders and responsible for intelligence gathering and analysis, information sharing, disaster preparedness and relief, fire safety, and emergency response. This merger will deliver efficiency savings of $1.5 million annually. In addition, the new agency will award grants from the cellular surcharge to county consortiums to assist in the development of regional interoperable communication networks for use by both State and local first responder agencies.
