It details, in David Cameron's words, the "unjustifiable" deaths of 13 unarmed civilians at the hands of British soldiers on Bloody Sunday. The delight and anger with which the relatives of the dead, clutching copies of the report, declared their loved ones innocent this afternoon is the image of the day. Mr Cameron in his statement did well to confront head-on the report's darkest findings, namely that the soldiers fired first, that in some instances they shot men who were running or crawling away, and in one case one who was lying injured on the ground. None of those killed was armed (unlike Martin McGuinness, who was carrying a sub-machine gun that day though did not "engage in any activity that provided the soldiers with justification for opening fire". "The Government has ultimate responsibility for the conduct of our armed forces," Mr Cameron said, before apologising. At that point the crowd in Londonderry applauded. John Major had said much the same thing, minus the apology.
